how can I join a clan? is it best to PM the clan leader, or is it better to post in clan recruitment requests? I've put in a request, check every day, but there is never an answer.

I have a question, I want to create a clan and read all of the rules. There are a few things that I didn't really understand. I saw that TheRussian has stated that "1.3.2. All members must have rank higher or at least equal to First Lieutenant." Now I have a question, so every member who joins my clan has to be at least at least first lieutenant? Or to be the topic maker? Because I saw some other clans who had members who were warrant officer 2. I was wondering if i could create a clan with at least warrant officer 2 or warrant officer 1? Also, can there be 4 members at the beginning of the clan and then more people join as time passes? I am a lieutenant Colonel and I am higher than major so i can create one? And last question before I create a clan, do I have to pay anything to create a clan in this version of Tanki? Thanks for your help in advance.
